PARC has been actively servicing those in need in the City of Portsmouth, and the Western Branch and Deep Creek sections of Chesapeake since 1982. Many people in the area are familiar with PARC because of our family shelter, but are not aware of our other programs.

Our efforts are directed primarily at assisting the homeless-particularly families with children through an array of homeless prevention and sheltered housing programs.

PARC partners and collaborates with other agencies, city departments, and faith-based organizations through the Portsmouth Homeless Advisory Consortium (PHAC) in developing projects and funding to assist people experiencing homelessness.

The culture of PARC is a combination of paid staff and volunteers who are passionate about providing the best possible services to their customers (clients) while making the best use possible of the limited financial, human and other resources available.

Additionally, we partner with congregations that help hundreds of families and individuals stay in their homes and meet basic human needs.

A volunteer Board of Directors who make strategic and long-term operational decisions for the organization governs PARC. Decisions are based on guidance and regulatory requirements of local, state, and federal agencies that provide oversight and/or funding to PARC to provide its services. The board also seeks input and funding from other sources

An Executive Director, who is the senior member of the paid staff, runs the day-to-day operations of PARC. The Executive Director oversees a staff of 16 paid employees and numerous volunteers who carry out the administrative and operational duties required of the organization, as well as the services provided to the clients.

PARC is more than a shelter.

It is a Clearinghouse for community agencies including:
  • The Department of Social Services
  • OASIS Social Ministries
  • Portsmouth Volunteers for the Homeless
  • The Salvation Army
  • Southeastern Tidewater Opportunity Project (STOP)
  • The Wesley Community Service Center
